They've been shown to be unreliable at best for years.
It was clear on virtually the first night of BB9 that Alex shouldn't have been there. BB7 was full of HMs who looked as if they shouldn't have got past the psych tests: this was one of the main issues that Dawn had with the producers, and she has since been proven at least partly correct with Nikki admitting she lied her way through the tests.
At least C4 sometimes vetoed potential HMs - particularly those with criminal records for violence. Unfortunately C5 seems a lot less keen to intervene in the selection process...

The psyche tests over the BB years have proven the psychologists appointed by BB have let through many HM's that should not have been
