If it costs us 9billion a year and costs the government 440 million, coupled with the paragraph below, I can't see what everyones problem is?

 

Local councils will not receive the ÂĢ440m cash to tackle problem families until they can show Louise Casey, the new "troubled families tsar", that their interventions have secured change, such as less truanting, antisocial behaviour or addiction.
