i have recently had to update my daughters passport (she's now 12)  i sent the old one in (as requested) and not only did she get a new passport but the old one as well,  admittedly they cut the corner on the front and back but why return it? it has no "real"  value or purpose,  so why didn't they just destroy it?

or perhaps it was a reminder of what a scam child passports are at ÂĢ50 a throw  and lasts only 5 years

That's what I think too.  They lost all of master cinds documents when I got his last passport, so when that needed renewing I made an appointment and went in to do it.
