So . . . me lappy did done got broked
I asked the company to download all me stuff from the hard drive onto an external hard drive
I BEGGED them to save my favourites list
They sed they saved my "Personal Settings" which would include my faves list
Is this correct - as i haven't checked the exteranl hard drive yet
OR - if they messed up - will a BACK UP/RESTORE thing i did ages ago have my faves list on it

ah, is that IE bookmarks? 
I did it with Firefox recently, you export the bookmarks to a file and save it somewhere - so your external HD. When you get your new Firefox on your new/fixed PC you just import the file 
I assume there will be a similar function on IE

Back up.... hmmm, probably not, as far as I know it just covers files and stuff not personal settings. Check what they have put on your external drive first, it's probably all there

It depends on what THEY mean by PERSONAL SETTINGS.
Thereis a section in your computer's memory called 'Personal Settings' this section DOES NOT include bookmarks/favourites per se, but if they mean 'All User Set' information then I would expect they WILL have included your favourites.
The best thing to do is go and grill them about it and get them to elabourate. After all if you are paying them for a service you should have full knowledge and understanding of what they are doing....and confidence that they are doing what you actually want.

I don't think (although I could be wrong) you would get your bookmarks saved. I recently rescued stuff from my nieces old laptop drive when it died and none of her bookmarks were there. Although she didn't specifically ask me to look out for them.

The Internet Explorer Favorites are saved in a folder in Documents and Settings/username/. The folder is called Favorites. So I think that if the Documents and Settings folder has been save onto your new disc, the favourites will be there.
The above is for Windows XP.
For Windows 7 the favorites are in <code>C:\Users\userName\Favorites</code>
You need to substitute your Windows use name in place of username.
If the Favorites file has been saved elsewhere on your external drive, you will need to search for it on that drive, then copy the folder over to your main drive. So in Windows 7 copy the Favorites folder over to C:\Users\your user name.

The general back up should have caught EVERYTHING! So as long as your bookmarks WERE actually there to start with then they should have been caught by your back up.
Can you not do a search on it?
