Perhaps if the above hadn't happened local councils wouldn't have to house travellers in council properties.

And as for the report, well all the evidence I see in the pics, (as opposed to the report,) is of one room that looks stripped ready for decorating and a wheelie bin that's a bit overflowing, (and, I suppose, with 12 kids that's inevitable.)
