Indeed, but as Maude knows, if the gov't wants charities to pick up the slack (which is deeply flawed thinking anyway) then charities have to sometimes be given a helping hand by government to provide the infrastructure.  The Big Society is predictably failing because the government have cut back on the part funding of the very institutions it wanted to be at the forefront of the so-called 'Big Society'.
