Why oh why oh why do they not smile?
They stare, glare, scowl, and intimidate; they look angry, fierce, unhappy, bitter, even bland.
But they don't smile.
This bunch appear to be walking up and down and doing their sphincter muscle exercices at the same time.

OMG I actually know the answer to this...

They are just clothes horses - they must not show any expression at all because it could draw attention away from what they are wearing.

I agree with isadora. Plus they are meant to be beautiful, striking and unobtainable. smiling doesn't suggest any of that. smiling suggests pretty nice girl.
