One reason I find it hard to believe the twin theory is the voice, intonations, inflections are always the same. So although there can be identical twins not sure their voice would be, and Mario's is pretty distinctive
Samanda sounded exactly the same. I have friends who are identical twins and I can't tell them apart from their voices but one has slightly lighter hair but you only notice it when they are together... It is possible

Last night Mario went to the BR , a few minutes later Jo went in to find him ,she called his name and he shouted to her that he was coming out,when he did come out he had a very definate mole on his face,I rewound to look at Mario whenhe was  sitting having tea with Jo and speaking with Sam ,he did not have a mole .

Don't get too excited about twins just yet. I've just done a search on Mugan on the 192 website. There are 140 Mugan entries but these include duplicates as it covers electoral rolls over the last 10 years. Mario is there twice, once on the 2002 roll and again on the 2007-10 roll. I looked at the other Mugans and all have typically British names, Mario is the only Italian sounding name listed. The more recent roll also gives the age band. The only other Mugan in the 25-29 age band is Gareth Mugan. Gareth is not mentioned on the 2002 roll entry as living in the same house as Mario was when at that time Mario was living with his parents.

Of course, anyone who wants to pay money to become a 192 subscriber would be able to do the same search and presumably get more information than a non-subscriber can. I don't mind doing a bit of detective work, but I'm not going to start paying out money to track Mario down
