He was probably shocked, because he's meant to be in charge of spotting female flesh flashing.

The fact is, Ben was talking out of his arse.
The girls all dressed up and had a girlie night. Josie didn't dress in any way that I would call inappropriate, either for his sensibilities, or for her figure.

And he saw fit to say it in front of the closest person to her, in the house!

He has the social skills of a slug.
