The key was on a chain which didn't reach the cage door, so she wasn't supposed to have the chocolates. She climbed over the cage and stole them.

It was during the year before last's ordinary BB...he was toeing the C5 line about one of the obnoxious ones and I told him that he was only bigging up the BB fave because they paid him to do so and that showed a lack of principles and a bucketful of toadying

So what? They could have taken the key off the chain if they'd wanted to. Unless BB specifically said the chocolates weren't for them, then they didn't steal them.

BB told her several times to get down from the cage. If she wasn't allowed to climb over the cage, then she couldn't have reached the chocolates. She was a plank if she thought she was allowed the chocolates, but I think she knew she shouldn't have the chocs but took them anyway because Luisa couldn't care less about anybody except herself.
