It's doubtful that a man could DEMAND  a test..there must be rules and regulations...cause i would be checking the birth registrar just for the heck off it if you could.

I'd have thought one way he could go about it would be to see a solicitor about getting paternal access...   or applying for shared parental responsibility...  if she then denies the child is biologically his... the court will order a DNA test to be done.

I think his best bet is to go and have a chat with a family services solicitor.  They will then advise him on his options.

What about those mental lot justice for dads or summat? (you know those ones who scale the Eiffel Tower dressed as Mary Poppins or whatever, well them lot) If anyone would know, they would, might be worth checking out the site?

Seriously though, I hope he finds out one way or the other, cos the only person who will be totally fecked in the end will be the child. Everyone should know their roots.
