To our landlord it appears so.
For a while now our shower has been leaking down the back of the bath and water has run along a groove in the floor, forming a pool of water at the end of the bath where the floor sinks in places. Tonight for the first time since this has been noticed the water has leaked through the ceiling and the light fixtures in our kitchen. Obviously not good. We informed the landlord and just had to endure a 40 minute conversation as he asked repeatedly how the water was getting onto the floor ( we don't know we can't see where it is leaking to), told us to mop up the water with old towels and bath mats (yes thats what we have being doing...its not a solution though!) and then basically told us that our safety is not an issue to him as much as saving money on the house this year. He really couldn't get his head around the idea that the water was running across the floor, he seems to think we are pouring water over the side of the bath. His son came to investigate about 2 weeks ago and told us to stop "excessively splashing"... We have now demanded that he sends a qualified plumber to find where the leak is and then an electrician to check the electrics.
Plus if it rains in the night our kitchen will be properly flooded as he arranged for work to be done on the roof and the man who was doing it left on sunday as it rained worried about our kitchen getting a leak and said he would be there first thing monday morning. He still hasn't returned. Fab.
