When is it time to nominate strategically?

You know how in the weakest link, everyone votes for the weakest and in the last round you think, will they vote dumbass off and be fair? Or do they want the money no matter what?
Well, so far in BB they vote people who they have had arguments with that week. But based on evictions, they should start to nominate the popular ones at some point, to make sure they are in with a chance. And now its not against the rules would be a good time to figure out how the others will nom. in the future.
Just thought I'd voice my thoughts out loud - see what you think.

Next week should see them rounding on themselves as it dawns that the final is very near. I think Charlie will be the first, although he has already started to bring down Freddie, who he feels is his biggest rival. Whoever stays this week will have a big input
