I think you're describing the A38. The A30 goes straight into Cornwall, whereas the A38 goes around the houses and you have to go through Plymouth and cross the bridge into Cornwall, then you hit very bad traffic, I wouldn't recommend it.
Nah, maybe I just worded it badly, I know what I meant LOL! It's right at the junction as you come off the M5 instead of left (which is the way I have to go up Telegraph Hill
and as you say, yeah round the houses and a pain in the arse, hence my last post)
