this happened to me last year and taught me an awful lot about how selfish and using some people can be. my one even said to my face 'u dont fone me anymore, u need to fone me more'....
never once received a call from her, was always me.

friendship is supposed to be a 2 way thing and the one described by the OP is one way as far as I can see. Thats not to say the friend means any harm by it - could be just the way he/she is. Could be they have a busy life and just arent very good at keeping in touch but if it is irritating you I would just let her go and concentrate your efforts on a frienship which is reciprocated and your friendship is returned to your mutal satisfaction

I agree with you Renton..
I've got the same rubbish with a family member who I am expected to practically mother even though she is in her 30's with 3 kids and married. We had a bust up a while back and this came up and she says she never calls me as I am selfish and never know what to say to her problems, fact is I prefer not to have negative conversations. Anyway I have called her every time for the last few years and even though it's family I am giving up. Life's too short to be pandering to folk.
I admit to being a bit crap meself, I don't *do* phone calls, am a bit reclusive but people don't realise as I can be quite outgoing amongst friends. Lots of women especially have tried with me but I just lack confidence when I don't see alot of them. I do do answering emails and texts though, and occasionally do the first contact...God I'm crap innit

thinking over your problem you really only have one solution:
"Hi Jane, is everything okay? Thought you were going to text me with a time to meet up? I'm short on credit so let me know when you want to pop over/meet for coffee. Look forward to seeing you, Pixie x"
That way at least the ball is in her court, you don't need to cchase her anymore for a meeting and really, she is kinda taking the mick.
I am particularly lousy when it comes to meeting up with folk and replying to texts, but (if I'm honest) I regularly text and phone those people who I really want in my life.
I have an ex best friend and while we get along fine when I see her I never go out of my way to arrange to see her. It's always her doing the running. Now I have my reasons for that, and I'm sure your situation is different. It's just that, as flaky as I am I still keep in touch with my mates and family on a very regular basis.
Anyway, good luck with the problem. I hope you get a good solution from it. Even if you decide that enough is enough you won't have to spend your energy worrying anymore. x
