I think you read into this one a bit too deeply, I think the point suggest there are 2 cards to every person not that every person has too cards i.e some people may have 4 or 5 while other have none.

The continents could be argued though, in the US they treat North America and South America as seperate and when I was at school what they teach as Australia was called Oceania and still is in a lot of texts maps etc.
