All I see in this twerp is a strangely seedy pervert who likes to dress this up under a "respect" banner.

To me it's quite clear that he would dearly like to fork the brains out of any of the prettier girls and probably Charlie as well, but he's too creepy / stupid / in the closet to do anything about it.

I think he's most odd and the sooner he plies his trade with Davina plus her failed comedian / otherwise unemployed psychologist panel the better.
