You're correct! the guy bottom left does not get his hair replaced when the picture changes, but still looks like a whole person and thetop guy 2nd left has left his feet behind and moved into an empty space. all other body bits have moved into a previously occupied position.
i.e. In the original pictre there are 12 people and they all split in two to some extent.If you number the originals 1 to 12 then when the picture changes you have the following:_
1 and 6 join
2 and 7 join
4 and 8 join
5 and 9 join
6 and 10 join
7 and 11 join
8 and 1 join
9 and 2 join
10 joins with 3's feet
11 joins with 4
12's hair joins to 5
Thus nothing joins to 12's body and 3's body doesn't join to anything creating the illusion of an extra person.
